Being in Cambodia for 8 yrs and still parking (assuming a more high-end) bike in a communal area, without it locking to something fixed/heavy, seems pretty naive to me. You don't leave your motobike there, with the key in the lock, do you ?
After 8 yrs, still no basic Khmer speaking seems odd to me too.
The handling: You seem to live there for a longer time, did you not become friends with everybody providing basic services in the building ? You may want to do so, it may save your but and a lot of money, somewhere in future.
USD 450 for an apartment can be OK. I pay USD 320 all-in (except electric) for a newly build one BR, one BR, with all furniture. Western style (So no Chinese or Singapore version).
