You still can't use it 99% of the time, since most laptops bought new will boot from an image on the SSD / hard drive and the machine will ask some questions (computer name, username, password, etc) and install Windows and bloatware accordingly. Only the stupidest seller will allow you to enter this info into the machine.
Best is to browse the web for reviews (I like the site notebookcheck.com a lot, esp. the extensive reviews where they measure the screen too) and then make your purchase. Good luck with the hunt.
