Although any death is tragic, especially a death of one's child, I'm not sure I support the narrative that he was a Cambodian refugee from a genocide. He was born in Phnom Penh in 1991, and moved to Rhode Island in 1996 after his family obtained legal residency through sponsorship.
It's a lengthy article with a video. Of course there are undertones against the Trump administration, but the 1996 law was passed under Clinton, don't forget.

That aside, playing the refugee card here is disengenous as part of the narrative. A sad story and my sympathies for all involved
