I think it is as simple as:
1. This is proof of where I live & who I live with
2. This is proof of my family
As PSD said, used for a variety of evidences needed for various things such as getting married, having sprogs, opening bank accounts, etc. Even in the UK you get asked for 'evidence of address' such as a utility bill, etc - I'd suggest you use the CdR for that. When you're registering births, marrying, divorcing, etc I guess the family book is more relevant.
