Pecahead, they like to recruit you from your home country so they can get your degree and background check, but it is not the law.
I got a Z visa issued in Bangkok around 2010. The school has to have a good relationship with the Foreign Expert Bureau in the province you are being recruited from. They did try to make me get a physical, but I just walked away, got a new number and a different embassy worker, and they accepted my 2 year old medical that I had gotten previously in another province in China.
You need to ask the school. If you get issued the paperwork, then the Chinese Embassy here will issue you the visa. Remember the physical. I'm sure they have someone that meets their standards and can inform you at the embassy. They speak engrish. Just ask.
