A lot of it is dust from construction, and a lot is dust that blows in from reclamation sites and and parched paddy fields in the dry season. In Bangkok they instituted a few rules a few years back because of dust pollution from construction sites. Sand had to be damped down properly before transportation, piles of sand outside construction sites had to be properly contained and covered. That sort of measure would help a lot here, so many small construction sites have piles of sand extending half-way across the road, larger ones have the roads in ribbons with their heavy vehicles and concrete spills.
