DengChau the question makes no sense. Are you asking for a vote on what country has the highest number of males per capita that paid for sex? If so, and 50 percent of the pop are male and half of those paid for sex, the number is higher than if 20 percent are male and all of them paid for sex, assuming equivalent populations. Do you mean in what country the highest percentage of men pay for sex? If so, the reference to per capita is irrelevant because it is the percentage of males not of all people.
As has been suggested, a (perhaps) more interesting question is what country has the highest percentage of men who lie about having paid for sex? In either direction, of course. Lying is lying.
