we're criticizing the reason they have such a high markup, i.e. taxes, customs, corruption, etc... Exactly. Someone always tries to claim it's night when the sun is clearly blazing, but the simple fact is that prices for many items are multiples of what they can be obtained for in developed markets...

The ice coolers might be better for the boonies with 3500r/kwh electric, when it's on at all.

Well the article is about value for money, and also the destinations they cover are reasonably developed; 4* means 4*, but is still cheap.
Cambodia is cheap if you slum it, but not so much if you want genuine 4 or 5*, in fact I think in general, for western standards, Cambodia is expensive.
