Besides buying a domain before someone else does you'll need a registered trademark and history to protect/claim a domain name. If you want to protect the .com.kh TLD, you'll need the complete business registration afaik. If you don't care about local TLD, go and register the .com, net, org, and and...

I mainly use debit cards online. Never had an issue, but I don't leave much in the account connected to the card and transfer from non card connected accounts if it needs a top up.
