Yes, it is straightforward.
Bus from Sihanoukville to Koh Kong - Virak Buntham, leaves at 8.15am, costs $8 and takes around 5 hours. Then get a moto/tuktuk to the border the next day, and jump on a shuttle van to Trat bus station, where you can find regular transport to Pattaya or Bangkok.
