If a user disables JavaScript, then the redirect doesn't work and they can see Lucy Liu from anywhere in the world... Server side checks are far better, but I doubt they're available on Blogger.

All of them (except the *old* iPhone 3G) offer HSDPA (3.5G or 3G+) but this is not an issue in Cambodia, because none of carriers can handle it. Certainly not the case.
