Alternatively, we don't create/ keep the database ourselves, we forward names to relevant people with an existing database in US/UK etc.

I think what you'd need to do is have the schools and medical clinics require that every applicant fills out the request for this information and the school/clinic then submits it. It's hard to get information like this from the US because each state keeps separate databases. They are getting better about linking up, but often it's difficult to do background checks on US applicants who haven't given you their entire residency history.

I find it astonishing that schools in Phnom Penh don't do criminal record checks. The company I work for checks everything out back in the UK and so they should.

Yes Giblet , Vlad is going back to the criminal background checks I mentioned, Angsta pointed out the flaws and note each single check has to be paid for. It's got to be implemented by the schools, medical clinics or government to stand any chance of working, a group of individuals stand no hope of carrying out the checks. Then there is the issue of all the places taking anyone off the street as short term volunteers to teach orphans English.

I partially agreed with uncle (wtf?) monty. From my understanding relating to CRC in Korea people can manipulate the check if it is not straight from the FBI CRC. Basically you can get CRC from states you have lived or live in order to provide CRC.
Furthermore, I have feeling that Cambodia and China is just 'requesting' it not 'checking/listing' from a true official authorisy to truly check offenders/criminals.

In the years I have lived here I can't recall an incident of this type taking place in a classroom or at a school. They usually seem to happen in a guesthouse or at a private house.
Carrying out police checks may prevent some of these people working, but, sadly, I doubt it would stop them abusing kids if that what they are here for.

All of these countries have, to my knowledge, a police clearance form/ policy which stipulates that only the individual concerned can request the clearance.
Right, so we get copies of these forms (some are available online), and distribute them to the schools. No decent school would continue to employ someone whom they knew was hesitant to submit to a check, and even the strictest countries would give the information requested by the individual.
Obviously it would be best if the Education Department was doing this.It may even be possible to get the undesirables to sign an academic record check simultaneously, kill two birds with one stone.
I have done submissions for accreditation for WASC, and if memory serves me correctly, nowhere in the accreditation application form does it state that the school is required to check for criminal records.I do not know what the position is for the IB accreditation, but I am pretty sure they do require the school to do checks.
Obviously the shakier schools don't apply for accreditation with IB or even WASC, but it's a start.
We are not interested in people who have records because they didn't pay parking fines, we are after paedophiles, murderers, drug dealers, con-artists etc. who should not be anywhere near small children, let alone 'teaching' them.
