Or let the Sangkats issue passports. More issuing outlets, crowds spread out, faster service.

My guess would be that the staff at City Hall aren't particularly impressed with the situation either.

Can someone tell me who the hell is in charge of town planning here ?

That would be the ministry of urban planning. Check their parking provision for a gauge of their competence.

The Ministry of Land Management, Urban Planning and Construction have some responsibility (apparently they are responsible for projects over 3000sqm, but I don't know how that works in practice). The Municipal Government of Phnom Penh have responsibility in other areas. And the decisions of both these bodies can be overridden by people with money and power.

It gets stranger still, because City Hall is home to small offices of relevant line ministries. So MLMUPC have an office there, but they are answerable to their parent ministry rather than to Kep Chuktema.
