Thanks to the kind officials in Broward County, Florida, we now have his full arrest reports from that county (I understand there are also others in other counties). I uploaded it as PDF for everyone to see.
It's a shame the mug shot is blurry, but I appreciate the level of detail the arresting officers go into; here's a short quote that you never want to see on your own arrest record, to get you warmed up before you click the link:
"His eyes were bloodshot....His trousers were wet and stained" (seriously, that's what the arresting officer says).

Wow. I regret that I never met this guy. He seems like a lot of fun. Has he ever diagnosed himself? He has to have some kind of narcissistic personality disorder.
I'm no psychiatrist, but that seems to describe this jerk. He gets arrested for DUI in 2003, and he doesn't bother showing up for court when required so his license is suspended. Then he's out driving around absolutely blitzed drunk with no license in August 2004. A lot of people drive drunk, but it takes a certain kind of a-hole to be out driving when he's too drunk to stand up and too drunk to not urinate in his pants, and especially when he's got a prior recent DUI.
The police try to pull him over, and he ignores them and runs a stop sign and tries to hide his car behind a warehouse. When the cop approaches his window, he tries to outrank the cop by telling the cop that he works for the sheriff's office and can do what he wants. No wonder he moved to Cambodia; he has the mentality of a rich Khmer. If he could have driven over a Florida cop's motorcycle to make his escape that night, he probably would have.
Now we can forgive him for telling the cop he had "two beers," because EVERY drunk driver says that he has had "two beers." But then the lying gets a little crazy -- he has no license, but he tells the cop his license is in the glove box, then says it's in the trunk. He's driving a gold Mercedes, but he tells the cop he's almost home and lives right nearby in a trailer park.
He gets arrested for all of this, then he skips another court date six months later and moves to Cambodia to save the world. The guy seems to have no respect at all for any authority higher than his own ego and no regard for the consequences of his behavior.
But he's probably fun to go out and get drunk with and watch him make an ass of himself.

He appears to have skipped the USA on the DUI and related driving charges (all one incident); this hardly puts him in the league of Al Capone, (as the title of the thread and many of the posts here would suggest).
While I agree that he is probably a fraud as to being a Psychologist, this thread is a bit of a beat up if that is all he is charged with.
Face it, quite a few others in Cambodia can't go back home for similar minor offences and more than a few hold themselves out to be qualified where they are not.

It's not all that he's done, but it's all we need to get him the hell out of here. Well LJ, remember that he skipped out on not just the DUI charge and the fleeing and eluding charge, but he was also up for a probation violation from the first DUI sentence, and he was also set to be tried for felony theft (details still unknown).
Also, my take is that he did not live in the trailer park; he lied about living in the nearby trailer park in an effort to convince the cop to let him go. ("Officer, I'm practically home, I live, uh, right there.").
