Not quite. I was given good reason to believe that crimes were in the process of being committed. However, I couldn't prove it, and don't want to make any specific accusations that I can't prove. (6) Notwithstanding s. 948.01, no court may suspend, defer, or withhold adjudication of guilt or imposition of sentence for any violation of this section. A person convicted and sentenced to a mandatory minimum term of incarceration under paragraph (3)(b) or paragraph (4)(b) is not eligible for statutory gain-time under s. 944.275 or any form of discretionary early release, other than pardon or executive clemency or conditional medical release under s. 947.149, prior to serving the mandatory minimum sentence.

I heard of him, years ago, being told stories of this welldressed small American man with an English accent (he claims to have studied in London). While the cunt was working at ELT he apparently scammed people over airlinetickets (see KiRs post). Later, I ran in to him more than once. By then, he was working as an English teacher at new world, and this is the only job that I'm sure he ever had. He would always boast about how he came down in his car from the American embassy, how he knows different people of the royal family here, how he was a successful psychologist. I'd wonder why this dude was teaching fulltime if he was so successful in life here anyway (either money, or networking, is my guess).
He's published an article (in Asialife, if I remember correctly) about psychological traumas of Khmer teenagers. It seemed fairly sound, but also not so in depth that it couldn't have been written by anyone with a higher than average knowledge of social sciences and the Cambodian context (which probably includes half the board).
Surely, with his wellgroomed looks, never a drop of sweat, and his great manners, he'd fool plenty of people. Especially Khmer, who fall so quick for appearances anyway. So I believe he is connected. But be careful, he's a manipulative person, and can be very vengeful.
He throws these monthly champagne parties that seem to be his networking events. The Dr. seeks out new people to join his crowd, helps them out with housing, work, all the while getting control over them. Once people realise what a nasty piece of work he is, and try to get away from him, that can get quite difficult. The man gets threatening, abusive, and aggressive.
I've also seen him trying to get people interested in investments etc. I never wanted to get too close to him so I never looked into it. I've seen him touring guests around at a workplace where he's got no business whatsoever, but which was managed (but not owned!) by his friend. What's that about?

I generally support the law, but that does not require me to act like a cop. Unless we are talking about a serious crime - pedophilia, violence, endangering lives, something of that sort, personally I wouldn't rat somebody out to the authorities in his home country. It's none of my business. For lack of a better way of putting it, it's not cool. It may win you the a 'Good Citizen' award from the government but it's not going to win you any friends, especially here.
But BT is not being clear about what the actual issue is here so I can't really say whether I agree with his actions or not.
