thought some more about what i'd posited.
Under what circumstances would i, myself, give up my PIN to a total stranger on the phone?
As with you guys, my first reaction is: unconceivable!
But then, if the guy at the other end was Derren Brown, assuming he's the real deal, then yeah, i can
definitely see myself getting OVERWHELMED, (in caps, cause i really think that's key), and tell him like everything.
Let me reiterate one last time, i promise, i'll shut up after that.
Most cons, if not all, are very basic, have to follow very strict rules, like humor for ex.
From a distance, they are so easy to spot, noone in his right mind would fall for it.
What makes them work is the power of (social engineering) suggestion. Get the mark immersed,
consequentially overwhelmed.

I first ran across this scam in Cambodia in mid-late 2010. I think I was one of the first to write about it in Cambodia, though Adam Bray had already written extensively about it in Vietnam. The very first time I ever met these scammers was while walking past the Royal Palace. I was approached by a friendly Asian couple – a man in his 50s and a woman in her 30s in casual dress. They began by complimenting my hat and asked where I got it. This led to more friendly conversation, and more praise and interest in my knowledge, appearance and country. All 'feel good' stuff, appealing to my vanity, national pride and sense of openness as a traveler. I was clearly being worked. While somebody may stop you on the street to ask directions or the time or perhaps try to sell you something, nobody starts extended conversations with passing strangers for no particular reason, especially to just start handing out random compliments. That is not the way the world works. I started to become a bit nervous even standing there talking to them (wondering if I was being set up for a robbery, pickpocket or bust), let alone considering actually going somewhere with these suspicious strangers. As the scam was brand new to Cambodia, at that moment I didn’t know what the game was, but there was absolutely no doubt that it was a game of some sort, something was definitely very fishy. And, no, I would never give my PIN to a stranger on the phone. You'd have to be an idiot. I don't care if it claims to be frickin' Jesus calling.

I was approached by one on the grass strip that rubs down Sihanouk opposite Java cafe. Sat morn. I don't walk around like a tourist normally as I'm driving but then had a backpack and shitty sandals. She came over with the great intro "it's so hot" to which I replied " yes and I know you're Filipino pulling a scam" and her face dropped. Moron.

Good work scobbie. I have just spent some time reading travellers tales about the scammers after someone on facebook suggested that stories of people losing thousands were bullshit because you couldnt get that much money from an ATM.
The numbers of victims in HCM and PP are astounding and someone said it has been happening with the same MO in bangkok since 1982! There were people scammed in Phnom Penh in the last couple of weeks, many of them young women. As for the size of the losses there are several explanations. People have been taken to out of the way ATMs fitted with skimmers, they are taken to gold shops and phone shops where they show passports and their identities and credit card details are stolen. Or they are so terrified that they wire their parents for money, there are so many victims.
The scam is a lot more sophisticated than even I suspected. I have lost count of the number of times that I have been approached, Playboy obviously hardly ever gets out of the limo and has underlings to run errands to those smelly market places and other venues where the scammers hang out.
Most people in Phnom Penh describe the same house with the card room upstairs, I wonder how many gangs are operating. Is anyone brave enough to go with the scammers and report back? What about you scobbie? Or I might give it a go, they always love my shoes and or hat.

Why is everyone so convinced that the cops are "in on it"? The Filipinos are committing non-violent crimes, behind closed doors, often under the ambiguous circumstances of a "card game" that the victim agrees to participate in. Do you think it's possible that the cops are just loo lazy/incompetent/disinterested?

Last time I was approached by them (a couple weeks ago) was at the corner of 360 and Monivong where a male/female team was just kind of hanging out/sitting there. I thought it a bit strange at the time as it not the sort of area that gets much if any tourist foot traffic. 'Why work there?' I wondered. Apparently because it's only a couple of blocks from base.

It sounds like no one really has any reason to believe the police are in on it other than "Police are corrupt and greedy so they must be in on it."

It's too obvious a scam to not be noticed and Cambodian cops are constantly on the lookout for income supplements, since that's pretty much the entire basis of their paycheque. As to the "standard of proof", I didn't have any that Singlet Sr. was a smackhead, other than observation and the ability to add 1 plus 1. Seems that was correct too.
