From FB scam group: Belgian cook Xavier
The Cambodia Scammers page on FB has identified a Belgian restaurant worker in Phnom Penh named Xavier as a scammer/thief/perpetual money borrower:

Update: According to the scammers Facebook page, the Belgian has been found working at a restaurant in Banlung.
