Great, so if they have return tickets, then the UK Embassy can simply give the one who doesnt have his passport an emergency travel document and they can go home. And why doesnt the one with the passport and return ticket go home to help the other?

When you say the embassy isn't helping, could you elaborate a bit more CD. As others have pointed out, all the embassy needs to do is provide an emergency travel document, and they are away.
Is the Embassy refusing to do this? Or are they dragging their heels, or what?
