some people are confusing the issue of recognition with laws regarding marriage...two different things as shadow has pointed out...in australia for example it is a requirement (no impediment) but if you don't have it i think they accept a statutory declaration...
my advice would be before you venture out get your prospective partner to the sangkat to get the certificate for a small fee...if they personally know her they'll probably do it there and then...
