My understanding is that for a marriage to be recognized in Cambodia, the couple must be married in Cambodia (or at least get official paperwork done here). If you don't care about the KH government recognizing the marriage, then that's no problem.
Regarding the affidivat required from the KH Ministry of Foreign Affairs, from what I've reed, these are often unnecessary in Thailand - but not always. Legally I believe they are required, but that some officials simply don't care or know to ask. I believe also that the ministry will typically not give out the document, though I'm sure for the right price it can be done.
This information may be completely inaccurate, and is just based on my recollection from what I've read.
If you want to get married easily, try Hong Kong.

Im British and fiance is Khmer. Both over 21, never married and have valid passports. You cannot marry a cambodian outside of cambodia as the ministry will not issue a certificate of no impediment. Thailand and singapore both require this. Ive just flown to both countries and checked. Ive also gone to the cambodian ministry to try and buy one. Impossible.
The only way to marry a cambodian as a foreigner is to marry in cambodia.
Ive learnt this the hard (and expensive) way.

Why does this issue keep coming up? It really isn't hard to get married in Cambodia. Just do the paperwork. Unless your living in Thailand, why would you want to get married there?

some people are confusing the issue of recognition with laws regarding marriage...two different things as shadow has pointed out...in australia for example it is a requirement (no impediment) but if you don't have it i think they accept a statutory declaration...
my advice would be before you venture out get your prospective partner to the sangkat to get the certificate for a small fee...if they personally know her they'll probably do it there and then...
He's been in his room 35 years...time to let him out!
