when you say 3-5 is that months or years ?, here in Vancouver bc, is maybe an overnight stay in a lock-up

Meth in Cambodia is most popularly smoked through a bong containing a very small amount of water. Once enough has been smoked through the same water it can be evaporated into crystalline powder which can be re-smoked. Almost all small time drug busts feature such a bong (usually a water bottle + drinking straws) in the perps collection of paraphernalia.

Drug boy has been banned from the house for a while. Seems he's been staying in another village with his great-grandmother. He took his real grandma's (mother-in-law) phone, pawned it for $15. Brother in law, for some reason, gave him his moto to go and get it back. Boy vanished on moto...
Police turn up after a robbery, which appears to have landed some poor girl in hospital. The missing moto was left at the scene. They've all gone down to try to get the bike back, apparently all the boys involved have been nicked. No weekly soap, noodles or 3k get out card this time, lad.

Try sending him to a military academy boarding school for a couple of years, worked well with one of mine. While there, sign him up for a bunch of the extra classes teaching vocational skills - carpentry, plumbing, car mechanics, etc. As well as the ones for English and computer skills.
He will be up and on a 10Km run at 06AM before breakfast, learn how to do push-ups and stand straight and march - all before he gets his rice and pork and then hit the classrooms
I was a little worried about him learning how to field strip a rifle and how to shoot accurately, but they only seemed to do that once in a blue moon - Probably when they could afford some ammo ...
All for just a few hundred bucks a month !!
There is one just off NH1 about 20-30Km away from Phnom Penh
