On another occasion a car arrived to pick me up from the Empire after a few Sunday ales. I got in the car and the driver proceeded to try and negotiate a fixed price. I impolitely declined and had another beer while waiting for a new car.
So, yes, it pays to check.
With Uber, you can report this kind of nonsense via the app. Not sure if Exnet has that feature.
As for company drivers freelancing... I know of at least 2 guys doing exactly that right now and sharing a nice sum for the company they work for while they do it.
