In fact, the problem might become worse.
In any case, rather than 'greedy' I would say the correct expression is 'ethically challenged in their dealings with other people' (eg. trying to flee when there is an accident (people say it's because they might be beaten up That's rubbish - its because they don't want to face the consequences) etc. etc.)
But that's a stereotype right? I'm sure you can find many anecdotes to support your assertions, but that doesn't make it true for all cambodians. I can find countless cases of drunkard, rude, violent, drug using, paedophiles westerners, does that make all white males "ethically challenged" ? Or is it different? I see alot of casting stones from expats but not a lot of self introspection.
that is the legal system of cambodia that is the issue. Rich people will do what the system allows. Rich people in western countries also are ethically challenged, they sell out their own people by lobbying against their interest through government. Look at Gina rinehart and the mining magnates in Australia. The Rudd government wanted to push legislation to put an extra tax on miners and the miners in retaliation threatened to take away operations overseas claiming that it would increase costs. The miners effectively blackmailed the government.
Another example corporates lobbying for increased immigration to lower wages which have the flow on effect of increasing prices and lowering living standards.
More examples: America regularly goes to war for the profit of corporates and private interests: Is this not unethical? Going to war in Iraq on false pretext's and killing millions of innocent lives? Yet rich white people are not as greedy as rich cambodians? Difference is rich white people are more covert about their corruption and shiftiness and use the media and government lobbying to do their deeds (correction rich cambos do this too). Their is a reason the top 1% is getting richer and income equality is increasing in most western countries, it is because rich people are getting their way. Again I will reiterate rich people will do what they can get away with and they are increasingly getting away with more and more. Also how many people were prosecuted for causing the financial crisis of 2008 which effected the livelihood of billions of lives? was that not greed that caused it? So again how are RICH CAMBODIANS MORE GREEDY AND ETHICALLY CHALLENGED THAN THE SUPER RICH WHITE MAN? Pretty similar just living under a different set of rules to play by
