Perhaps, I never bothered to walk around the inside of the place like I did many other New Khmer Architecture buildings. I'm guessing in typical style many of the original units were subsequently subdivided into smaller ones. It's still a good payout for what amounts to a shithole. I didn't know they were also given the option of having units in the new building, so I wonder how big those would have been. Not too sure the rich folks would have wanted to live alongside people who never fix anything and leave their trash in the doorway though. Sounds like it would defeat the purpose of living in some fancy new condo tower.
I suspect the large payout is a result of the Japanese being involved. Had it been 100% Khmer or Chinese I suspect they would have been sent packing a while ago.

You can segregate the building with separate entrances for undesirables. They're called poor doors in the UK where developers are required to sell 33% of units as affordable housing.

I lived there for the best part of a year when I first got here. Never had any problems. Don't remember how big the place was but some of the places are quite big.

There's a fundraiser for one of the families next week. Apparently the "nominal" payout wasn't enough and they need $10k to buy a new flat. I can't help but thinking these well meaning Westerners and being taken for a ride...

Demolition work on The White Building began today, and it's given birth to the typical outpouring of grief and outrage from the usual suspects who would never live in it themselves in a million years, although might walk by once a month enroute to their eggs benedict brunches at Duck, or whatever that place is called these days.
It reminds me a bit of the Grenfell fire in London. If this place had been burned down and dozens killed in the fire, I'm sure the very same outraged protestors would have been asking 'why wasn't it pulled down before? It's an outrage.'

While I agree with part of what you are saying, I don't really see much correlation. I don't believe anyone asked why Grenfell hadn't been pulled down. It was just another tower-block which had been given a more attractive skin. The outrage was about how much the taxpayer had paid to contract a private company who cut corners and used flammable materials and did a very inadequate job.
Bodeng was an awesome-looking place in many ways, if you like the post-apocalyptic style. It was like a miniature Kowloon, with all the attendant vices. I'm surprised it wasn't knocked down years ago. I'm glad the residents got a good deal and it went smoothly. No modern city wants an eyesore like that around.

Update on the White Building plot: it is to become Naga 3.
NagaCorp Ltd unveils Naga 3 (PPP)NAGACORP Ltd, which owns Phnom Penh’s only licensed casino NagaWorld, announced its $4 billion Naga 3 Project on the site of the former “White Building” in Tonle Bassac commune, a 29-page document filed with the Stock Exchange of Hong Kong Limited said.
The company’s announcement said the government had approved in principle the construction of the Naga 3 integrated entertainment complex in four 42-storey buildings on 7,757sqm.
The company said the government then granted another approval in principle after it bought an additional 9,080sqm plot, adjacent to the land of the former White Building, to build five blocks of buildings at a maximum height of 66 storeys, to function as entertainment establishments, hotels and apartments.
The additional land said to have been purchased by the company contains the 7NG Group Co Ltd’s head office.
7NG Development Co Ltd director Srey Chantou could not be reached for comment on Sunday to verify if the land – of unknown ownership – had been sold to NagaCorp.
The five-decade-old building with 492 families living in it was demolished in 2017 after the government, in cooperation with Japanese real estate company Arakawa Co, resolved to develop the area. The original plan was to construct a 21-storey building at a cost of some $80 million.
However, a rumour had been circulating that the property would be developed into Naga3 instead, which has now been realised.
NagaCorp expects to incur approximately $3.8-4.0 billion in capital expenditure for the development of the Naga 3 Project, according to its announcement.

I went in there a few times in daylight, it wasn’t so bad. I had a GF lived out the back in a shack surrounded by razor wire about 2007. I have never seen so many rats, it was awful. I am happy the residents got something. They were very staunch. About 2007 or 2008 the developer brought in an excavator to intimidate them and they quickly smashed it up.

The South China Morning Post, Hong Kong’s major paper, ran a pretty strongly worded and one sided article on this. One of the quotes that stood out was describing the residents of the white building as “a mixed crowd including artists and musicians, turning it into a colourful and close-knit, if sometimes seedy, community until the government demolished it two years ago, saying it was not structurally sound.”
