I have seen people get envelopes for meetings, I have seen firefighters ask for money to start doing their job, I have seen journalists asking for money to not report said fire. As I do not attend political rallies, I have not seen this first hand; I have it first hand from my girlfriend that she, and all her family, were offered gifts for voting the "right" party.
I do not understand your skepticism, we are talking about a country that ranks right on the bottom of the Transparency International list.
