As we all know, many places (particularly in the provinces) quote prices in riel, so it's easy to spend riel in such places.
Businesses that cater for western customers tend to quote prices in dollars. They seem to always accept riel but the conversion rate will be set at 4000, 4100 or even 4200. Meanwhile the true conversion rate swings between about 3970 to 4100. Some places have a notice to tell you about the exchange rate but with most you just find our when you get your change.
I want to get feedback on the rates applied for riel accepted by dollar-pricing businesses. Here is my starting list (corrections welcome):
4000 riel: Mara restaurant (st 214), Le Point restaurant (st 208), La Croisette (Riverside), Oscar's pub (st 104), Candy bar (st 136), every restaurant in st 172, Shanghai (st 172), Skirts Pub (st 174), Larry's (st 110)
4100 riel: Everywhere in Aeon Mall (mostly notified), S&P Thai restaurant (st 214), Corner bar (st 136), VVIP bar (st 136). Pencil supermarket (st 214), everywhere at the airports
4150 riel: FCC
4200 riel: Malis restaurant (Norodom)

Who the hell uses riel to pay for dinner at Malis?
Or cash even?

Who cares. The majority do a straight 4000 = $1. Some do 4100, and you say some 4200 although I have not seen it. The fact the exchange rate is still what it was 8 years ago means I couldn't give two hoots if someone decides to exchange at 4100.

I thought you could get 4200 riel for a dollar from money changers and that's why some people prefer to pay in riel and get annoyed when a place charges more than 4000 riel = $1.
dv8inpp said that he had to stop some expats from paying for everything in riel for the 5% discount they were trying to get at 4000:1

What gets my goat is when paying for things such as fuel and phone credit in Riel, you get asked for 5-600r extra on the 4000/$1, but when you pay in $ at the same places, they pay you back in Riel at 4000....
