You should, there are more than 20 hospitals around the city, with varying levels of competence. The one you saw was Preah Ket Melea, it's a military hospital but can take civilians. I've heard it's very good for dealing with broken limbs. Although most of the shanty-towns in the center were cleared out about a decade ago, there are still quite a few about. Just wander down those alleyways you see around the city, for example in behind Heart of Darkness (the entrance is a few shops south, before Shanghai). Otherwise check out Cinema Hemakcheat on St 130 near the river.May be I should look closer. But people seem friendly in the central areas I've frequented. The slums are probably worse.
If you feel more adventurous, just go down to the southern end of St 105 (Boeng Trabek). The street that extends down into Boeng Tumpun from the eastern part of 371 is quite interesting too.
