Cambodia Daily slapped with multimillion dollar tax bill
The authorities are continuing to wage war on the Daily, with reports that they have slapped a more than $6m back tax bill against the newspaper.
I presume this relates to employee salary taxes because they have never made a profit. If they haven't been paying employee income tax that would be very slapdash.

The Daily should hit back about the government unwillingness to repay its owed power bill to a power company over the tune of $2 million for quite some time.
Thankfully every other company & NGO pay their taxes!

The government is right on this. The Daily does not have a license to publish a daily newspaper. They have a license for publishing weekly newsletters as an NGO. They knew very well that this was on the horizon.
It's because of their charity status that they get to print half the paper with stories from international outlets they have nothing to do with writing.

Actually, this is not payroll tax owed by the Daily but salary taxes owed by the employees. NGOs don't pay "corporate income tax" but they do have to organize the payment of their employees' salary tax. Other taxes that NGOs may have to pay/include in their tax payments are VAT for goods or services if their suppliers are not VAT-registered, as well as 15% withholding tax on non-tax-registered independent professional services (like consultants).
