Yeah I agree, it's been really annoying me for several weeks. There are some really incompetent people working there. I also wondered whether they are really paying taxes or not. No, I'm not a TEFLer.

I've heard of a lot of people in your situation because of dodgy Khmer employers. All the foreigners working at one place for example- and there are quite a few of them. And the employer won't even give them a letter of employment for a visa. The employer is connected though, so i doubt there will be any problems for them. How much on top of the back payment did they want? It should just be $100 for WP and $25 for medical, plus this years WP and medical and visa ext cost. Unless they decide to fine you. Weren't the fines supposed to be something clever like $100 per day?
If the excessive amount you say they are trying to charge you sorts the crazy fine amount out, I would make sure you get some official letter saying you paid it for that purpose, and not for some imaginary licence that they just made up. I've heard of that malpractice quite a few times since they started enforcing the WP. One Khmer employer wanted $75 for an education license. Lmao. And another was charging new arrivals $1000 for their first WP.
Just be glad you're not a poor Cambodian, because they really hit them in the neck for things like passport extensions so they can work abroad.

The ‘trolls’ are just people who disagreed with him & said that the failure to have a work permit is ultimately the responsibility of the individual, not the government & not the company.
It seems to be a 21st century phenomenon that anyone who disagrees with an opinion is labelled a troll.

I just want to emphasize that the amounts I was discussing previously were quoted from an agency, not the MoLVT. I haven't gone to the MoLVT yet.
The Agency was quoting me $100 for both 2017 and 2018, for a total of $200, plus a hefty one time fee. The total was over $400.
As discussed already, there is no reason for a $100 charge for 2018 since there isn't any need for a back-charge, etc.
Since the normal charge for doing the WP yourself and registering it online would be about $160 if everything were done properly, it seems this agency is trying to vastly overcharge.
From the side of my employer, they still don't acknowledge that I even need a work permit.

Many people have paid large amounts in WP and MC retroactive payments without obtaining a receipt. Who knows what this will mean in the future.
I would suggest to go to one of the One Window Service shops in your area for more solid advice than the agency is giving you. They are part set up by the gov, so in theory they should know what's what. They are noted for not charging any extra fees with prices supposedly displayed for all to see. I think you need to choose the one in the area you are livng. I've included a link.

According to a poster on tof, they said they register foreign businesses from a one stop place in Kampot. Is that a different type of office then? They have those one windows services all over the country now, so I presumed it was the same thing. I think you're right about Kim not knowing too much about work permits, but I've never asked her. No harm in a phone call, and maybe she knows someone who does deal with them.
Thanks to everyone for their helpful comments. I haven't been able to take any more action on this due to other business. Maybe I'll try to "Call Kim". It seems she might know another place to try for a second opinion.

AFAIK, Kampot has let the country in that kind of stuff. A friend of mine was on the original advisory committee when they came up with the One concept. The WP website is actually a One Window Service Offices online for WPs and Foreign Employee Quotas, the physical OWSOs cannot assist with the above.
