I don't find that youtube video to be culturally insensitive. Also, as a general rule, you can't hire someone to do work, let them work for seven weeks, and then say "Oh I'm not going to pay you because I've learned that you once did something culturally insensitive."
However, as another a general rule, if someone breaks a contract with you, you should blame that person, not his or her lawyer. Are you suggesting that Sue Guiney wanted to pay you but her lawyer forbade it? That doesn't make a lot of sense.

Another nuanced point, for what it is worth, is what arbitration means. It is a form of alternative dispute resolution, and one that people need to enter into voluntarily. So, as the OP mentions that there was a verbal agreement, and the work took place in a "pre-contractual" context, this is not that type of matter that the Arbitration Council would even entertain. There would need to either be a contract in place that stipulates the Arbitration Council of Cambodia as the forum for dispute resolution, or both parties would have to agree to it (which would never happen in this case).
So, OP, you'll have to bring this to court and not the Arbitration Council. And, in that case, you would need a Cambodian attorney to file the papers and represent you.
Secondly, in common law countries (and in most jurisdictions, although I have no idea how this would play out in Cambodia), a verbal contract is a contract -- so the work was not completed in a "pre-contractual" context, as a verbal contract existed. I know a very qualified western woman who has lectured there part-time for quite a while and as far as I know everything is fine. She's in a different field altogether though, so likely has zero contact with the people mentioned. I have heard through Khmer friends that they used to have an Indian medical lecturer (or principal?) there who was totally useless and eventually fired (he was subsequently fired from IU later on as well).

Good luck OP. You're not a REAL expat until you've been scammed. I remember the first time I was screwed out of a largish chunk of change. I also remember when I realized that I had absolutely no logical recourse other than hiring a hitman, which really wasn't logical.

Also, as I've mentioned this would be a court issue and not an arbitration one, it would be interesting to see you file a motion in court admitting that you worked for seven weeks without a work permit (I'm presuming)...
