Can American "legal advisor" Keith McCarter get you Cambodian citizenship, work permit, teaching job, and apartment?
Lately I've been seeing an American guy named Keith McCarter posting a lot on Facebook groups. He claims to be a "legal advisor" or "junior partner" with a Cambodian law firm called "Justice & Associates."
McCarter claims to have a law degree from the USA, though I have not seen any reference to him ever being licensed to practice law in the USA. In order to be licensed to practice law in the USA, you must pass a bar examination demonstrating basic knowledge of legal concepts and ethical rules, and you also must pass a character and fitness background check.
Anyway, McCarter posted a few days ago that if you need a work permit to extend your stay in Cambodia, and you don't have an employer, he can get you that work permit.
It looks like the current price is $343. Plus an extra $285 for a "company sponsor," if you need that.
McCarter also advertises legal services under the name "Bar None" Legal Services. He advertises that he can get you Cambodian citizenship in three months and help you get a home mortgage.
Apparently "Bar None" was previously a bar in Russian Market, before it was a law firm. I don't know when the bar opened, but its Facebook page was started in October 2016, so maybe it opened around then.
It featured live music, food, dance floor, 75 cent beer and whiskey, and free drinks for "fine Khmer girls."
On October 31, Bar None was offering a special VIP offer for $120 in credit/drinks if you prepaid $100:
Then a week later, Bar None upped that to $150 in credit if you prepaid $100.
Then just four days later Bar None offered $200 in bar credit IF SOMEONE WOULD JUST GIVE THE MAN A HUNDRED DOLLARS.
Two weeks later he put the bar up for sale for $3,500.
Sometime after that, he closed the bar and changed Bar None's format from selling 75 cent drinks to selling legal services. The rationale for closing the bar was "We believe it is better for foreigners to spend $200-$400 USD per month to buy property here in Cambodia opposed to spending this money on drinking and partying. This will lead to a much better result for the future for you and your family."
At first he was touting free legal services but then advertised that you could have a lawyer on retainer for $150 per month.
Reassuringly, Bar None Legal represents that "All transactions is completed by a qualified law firm."
Bar None Legal can also help you get a master's degree in Cambodia for the cost of your weekly beer tab:
Bar None Legal can also hire you if you are a Khmer, Filipino, or native English teacher or a Spanish teacher:
The teaching jobs may or may not be related to something called "McCarter University."

I have also noticed him spamming multiple FaceBook groups with his suspicious claims.
In one of his posts I replied, pointing out the multiple spelling mistakes in his adverts, and in his replies to people in the comments - I did not get a response from him (not even a badly spelt one)

He's not Nigerian at all. He's American. He has had online resumes for many years showing a law degree from the Ohio Northern University School of Law.
He previously lived in China and recruited teachers there and founded something called the "McCarter Culture and Arts Center of Shenzen."

$50 a week on wine in a week would be an undemanding level of consumption (10 bottles at $5 or 5 bottles at $10
- but getting through 100 beers at 50cents each would be 14.28 beers a day; hard work but still quite manageable
- a mere 4.76 liters a day.
At 75 cents a beer there are a mere 66.66 (recurring) beers to be guzzled - 22 liters at just over 3 liters a day.
Who couldn't manage that easily enough?

I love the initial transformation of bar none (how many suckers fell for the $100 bar tab scam I wonder) into a law practice and the straight faced argument for it. No even jewsbury can touch this guy
