I did some digging around and I can't find them as a registered business in Cambodia. I am not saying that they are not registered, just that after searching through the Kingdom of Cambodia's business registration website there are no entities registered that are called "Justice & Associates", "Justice & Associate", "Justice", "J&A Law", "ក្រុមមេធាវីយុត្តិធម៌និងសហការី" or any other variant I could think of.
On their website they say that they were founded in 2008 by Mr. Suy Chhunhak, and they list out 21 Cambodian lawyers they have. They do have Keith listed as an Advisor to the President (of the firm) and a Legal Advisor.
2008 is not very old - DFDL was established here in 1995, Sciaroni has been in business since 1993, just to name two off the top of my head.

Yeah, I got pissed off a few times trying unsuccessfully to get service & when I voiced my frustration to the staff this big sweaty guy produced a baseball bat and waved it at me. He didn’t like it when I laughed at his attempt to scare me. Staff were apologetic, but kept doing the same so I left and haven’t been back.

Yea that’s him. It’s bizzare as hell, and a bit awkward to watch, especially as he’s pounding back whisky at 9 in the morning. I have two responses to that.
1. McCarter has claimed to be a "junior partner" in this law firm and "legal advisor." Most or all foreign "legal advisors" in Cambodia are or were licensed to practice law in their home countries. When McCarter has been asked about that on Facebook, he refuses to answer.
2. We had a great thread two years ago called Ned v. Grim Reaper Expat Lawyer, in which we questioned the qualifications and background of a white guy from Texas who moved to Cambodia and began offering legal services on Facebook. We've also raised questions in the past about the qualifications of psychologist Ken Wilcox, "Dr." Gloria, and that portly American lawyer who failed the bar exam four times. Race has nothing to do with it.
3. There have been a few predictable comments from the K440 peanut gallery about Mr. McCarter being "Nigerian," because of his skin color. I find these comments to be abhorrent. They make Mr. McCarter look like a victim, when he is not. Racist comments like these, and the 15 year policy of K440 admins not to moderate or delete such comments, are part of the reason why Cambodia Expats Online and Facebook groups are leaving Khmer440 in the dust.
The new owner/admin of Khmer440 has a choice. He can continue to cater to racist, juvenile, and crass postings (likes use of the term "chink" and gifs of men grabbing women's breasts), or he can try to grow Khmer440 beyond a niche site shunned by most expats that has the same two dozen regular posters that it has had since 2006, posters who now frequently just post about stuff we have read in Facebook groups, because no sensible expats want to post on Khmer440 and be attacked due to their gender, national origin or skin color.
That was refreshing!
