Is living in Cambodia getting more expensive every year? With a passive monthly income between $2000 to $3000 and $500,000 in savings will I be able to live like a king in phnom penh or siem reap?

I used to be into pineapples, but i've since discovered passion fruit at 5000 riel a kilo. Delish.

You’ll be able to live well.
Maybe not like a king but perhaps like a second cousin of a king. You could always buy a very nice apartment (c. 150-200k) from your savings which would save you 1k plus a month, this would leave you more residual cash for your wannabe regal lifestyle.

Why not put your savings into the banks here and reap the generous rewards. With $500k you can probably get a 12% per annum interest without much searching around, which would give you an extra $5k a month to just chill with.
To mitigate risk and maximize rewards:
Take $200k and put it with one bank.
Take $200k and put it with another bank.
Take $100k and put it in riel for a higher return, but higher risk.
With that much money you could even negotiate to take out the interest per month, or just cash out each year.
With that $5k plus your extra $3k you could live like the king’s brother in law probably.

Apart from that, I only would get 8% on a 24 months deposit in KHR (vs. 5.5% when in USD).
12% sounds like a Ponzi scheme anyway.
Depending on your idea of living like a king, easy! You can get a two bedroom fully serviced appt with pool, gym sauna etc for $800/month or a studio appt for $500 +. A good dinner in a French restaurant with a good bottle of Bordeaux for less than $40. If you cook at home European style with good food and wine every night it will cost around $1000/month for two, of course this includes breakfast and lunch. For a single man that amount will get you roughly a comfortable Western middle class standard of living, you'll gain in some areas such as hired help, wining/dining and lose in others such as medical care or variety of goods available. As a single person to live like a king here you need $10k+ per month. That will get you a good sized apartment in one of the best buildings, nice car, driver, professional hired help, the best restaurants and enough money left over to import anything you can't find here and export any medical problems to somewhere like Singapore.
This country is very cheap when it comes to the basics, but it's not so cheap when it comes to luxuries aside from services. I guess that's a simple supply and demand dynamic. The rents here on the top end places are comparable most western cities outside of the capitals. Cars are off the charts, the airport isn't a hub so direct flights usually aren't available.
I've got no desire to live like a "king", but if I did, I wouldn't choose this place as it's not at all geared up for that market. If however you're a closet anarchist and want personal freedom, then this place is still a good option, not as good as it once was, but still good. The sad fact is that Phnom Penh is becoming a much less livable city that it once was, especially on a budget. The traffic and population density now mean that it matters much more where you live, and the best locations now come at a sizable premium. The places on the outskirts used to be quaint, now they're mostly depressing.

10k? That's insane. I looked up apartment prices in PP and still lots of decent looking places around kang kong and the riverside for about $600 a month. I guess this is mostly unaffordable for the locals, no?

You won't live like the kind of king you want to be. There might be a few volunteers and NGOs around your enclave to brighten up what can be a rather spartan existence. Outside of your compound expect open-sewers, aggressive disabled beggars, rapid stray dogs, AIDS infested glue-sniffer gangs, the worst type of criminal jetsam from the west who are often found cohabiting with native concubines in filthy hovels and dens of iniquity.
