There's an interesting piece of new information in the article in Khmer Times. The company said they opened the dam to protect it. Is it possible that opening the dam caused less damage to the surrounding area than a total failure of the dam would? In that case it voids the 4 Rivers argument in my opinion, it sounds as if the resort was destined for total destruction either way.
Zhao Wenheng, deputy general manager of Cambodian Tatai Hydropower, said in a press release that he released the water because it endangered the dam’s safety. This was a normal operation, he said.
You’d think it’d be able to still hold water even if it’s overflowing?

I don't, I'm raising the point that a dam failure would probably cause bigger problems than 4 floating lodges floating away from where its owners intended them to float. It doesn't sound like 4 Rivers has much of a legal case. They took the risk to invest in something less durable than is tradition and now they're paying the price for it. Probably a cheap price if they've been making profitable business for 9 over years. What was their problem again?
Yes. Just googled it and it seems dam failure just because of heavy rainfall is common. There’s also evidence to suggest spillway failure and bad maintenance also causes failure.
So I guess some water is better than shitloads of it.

4 Rivers is owned by Indochine Lodges Ltd. The company was incorporated in 2009 and re-registered in 2016 yet it has until now never registered with the General Department of Taxation or been issued a tax identification number.

They also list the number of employees as 10 Cambodians. However their press release mentioned "40 staff, adults and children". Aren't there a lot stricter requirements for a company once it surpasses 10 employees, and it would be advantageous from a compliance perspective to maintain 10 employees instead of going slightly over?

Undeclared employees means potentially lower tax burden.
I think I heard of another business having issues with employee salary tax recently. Can’t quite remember who.
