my assessment would be dont expect your relatives to be unflooded any time soon
although the river is high it isnt moving as rapidly as i have seen at other peak times which indicates to me that there is a lot of water congestion down stream

just spend 10 days in Phnom penh,preparing a boat for a trip to siem reap and watched the Mekong River raise by about a mtr,in that time,the Tonle sap Lake is about 6 mtrs deep already,the north flow of the tonle sap river is about 7 km/h so the lake is filling up quickly:)
i dont see it as hmm there looks to be a lot of water
i see it as its an ideal time to take that pacific island 2 week holiday you have been thinking of,
or if you cant leave, now is your opportunity to stake out you plot on the east ramparts of the japanese bridge,
have seen the whole of the bottom section of chrouy changva peninsular under water in the past

Phnom Penh: Nearly 1,000 families residing in provinces along the Mekong River had been evacuated to safe areas as of Tuesday, while 1,133 houses in Kratie province had been inundated, according to provincial authorities The water levels in the provinces had risen significantly, they said, leading schools to close to prevent accidents.

they got graphs of past water levels for a few stations. it shows that what happens at friendship bridge nong khai in no way indicates what will happen at phnom penh
they are also predicting that nothing extraordinary will happen at pp in the next 5 days scroll down to see graphs at http://ffw.mrcmekong.org/stations.php?S ... enh%20Port
they should know since it is their baby
however i am still not convince that nothing will happen in pp in the near future because there has been a hell of a lot of water around
