the bag snatching and pick pocketing is on going
the harassment by tuktuk/motos is a heighten levels throughout
the crowds blocking your way are mainly a day time feature
the vile lizards make their yearly public appearance too
sometimes you can see naked women from the outer provinces wandering among the crowds
they do a bit of splashing in the river in there as well

I'd guess from Youn Hoo Fatt's comments that it's many years since he actually attended the festival, likely pre-2010 and the Koh Pich disaster. The water festival since it was re-introduced have been much quieter and more civilized. The only crowds I saw at the last one were Gendarmerie and bodyguard units wearing MIB suits.

Isn’t it pretty much pedestrian zone only throughout the Wat Botom area past the Royal Palace? I saw a commercial on CNN promoting this, as the Water and Moon Festival. Not sure if I was a tourist this would be the best time to be in PP... could be interesting, but quite a mess for a tourist to handle.
