Just my opinion, and yes, I am phobic about contacting any disease that can hurt me as bad as this one. And so you understand, this is not just a sexually transmitted disease. I have no idea how the OP contracted this disease. That is his business. And if he contracted it through no fault of his own, that is a shame. But there is a reason why they make laws, especially about certain diseases.

Friend's daughter contracted TB from a Khmer female school teacher, I think many schools have zero training on communicable diseases. Remember a whole bunch of parents dropping off kids with chicken pox years ago, got very uppity when the school started refusing to let them enter.

Because if so, how does he get them in Cambodia without declaring himself as having HIV?

HIV is no death sentence, but considered a chronic illness today like diabetic and others. The antiretroviral therapy suppresses the virus and it cannot be detected in the blood or any other body fluid.
I do agree however with McPhisto, unprotected sex is irresponsible!

I am living happily together in a stable relationship since many years and I was tested positive over 10 years back, when doing the medical check to apply for Vietnam work permit. My work permit was denied for that reason and I sudden ended up not only knowing to be HIV positive, but without a job and income. How I got infected is none business here.
Not to worry, I do not need petty or advice on my sex life, I can manage very well. You can imagine that I mastered bad times already.
(I used to work in Cambodia in the early 2000s already– sad to see Khmer 440 became so boring).

Citizens are registered in order to receive free or highly subsidised retriviral medicines, as far as I know. I understand it has been one if the most successful programmes in the world.
