The two (2) specialist fine spirits shops in Phnom Penh are owned by the first named company but operate under different trading names and hold identical stock at identical prices.
The principle business is:
Sok Heng Wine and Spirit Shop at # 166 Sihanouk Boulevard and on the same side as and only a four doors west from Lucky Supermarket and next to Gold Tower that has recently restarted construction after many years of standing idle.
The "satellite" shop is Little Johns Wine and Spirits Shop, No. 415, Preah Sisowath Quay, Sangkat Chak Tomuk, Khan Daun Penh
Phnom Penh, 12207. Approximately diagonally opposite the Himawari Hotel. The last time I was in there in November 2018 I counted 61 different gins and was informed that they currently had near to 300 different whiskeys and this is where I buy my armagnac and calvados and cognac from.
Forget the word wine in the title as it only refers to a small selection of non-vintage ports.
Unfortunately, I do not like or drink Whiskey, although my friends who do think they are in heaven in either of these two shops.
Very much worth an unhurried visit and browse if you appreciate fine spirits.

What the what.. Is that for real? I'd be worried that it was a fake bottle.. $6!? It was a bin end at Thai Huot a couple of years ago. I suspect they thought it was a maderised white.
