Just make a scan of the passport picture and print it on a black and white printer. The quality will be bad, so be it.
The immigration guy will grumble about the quality and wants to make his own copy. Just keep telling him, that he'll produce the same result. I did so, some 3-4 years ago and, despite the guy already having a $10 note in his hands, he caved in gave back the money .......
I just did not want to waste an expensive western passport picture for the Cambodian visa purpose, though forgot to make a stack of Cambodian quality passport pictures, before I left Cambodia.
Though, it could be you hit a moment that all rules are sharpened up again and then forking out the $3 is needed.
In Phnom Penh, a stack of 15 passport pictures does cost some $10 or so.

Photo – You will need one (1) recent passport/visa type and size photo readily available to hand in with the Application Form – Visa on Arrival.
The Visa Application form states that the photo size should be 4 x 6 cm which is a standard official photo size in Cambodia - but there is considerable flexibility as to photo size that is acceptable. If the photo is the same size as in your national passport it will be accepted without question. But it should be approximately the same size and full frontal face style as in your passport but does NOT have to be of the same very strict standard required for biometric facial recognition passports. It just has to be a good recent likeness of you.
Note: Do not get hung up over photo size. Cambodia asks for a photo of 4 x 6 cm size because that is a common identity document photo size for the country but does NOT insist upon this size for visitors applying for a Visa on Arrival. For example, the European Union and Schengen States require a photo of Wide 35mm and High 45 mm. The United States requires a passport photo of 2 x 2 inches equivalent to 51 mm x 51 mm. Australia, for example, sets a minimum and maximum size of 35/45mm wide and 45/50mm high. And other variations exist.
