Car hits moto at high rate of speed, kills the moto driver, and runs away
Does anyone know the traffic law? Who should give way at an intersection like that? I never knew when I was driving there.

Stop sign or no stop sign... whomever arrives second to the intersection gives way to whomever arrives first. Exception is if there is a line of traffic moving in one direction, in which case they have legal right of way until a car or moto has successfully been able to wedge more than 50% of their vehicle into the lane, in which case the right of way switches to the opposing street as long as there remains a steady flow of traffic and/or a different vehicle wedges in.
At night, right of way can be negotiated with flashing of lights prior to arrival and upon entering of intersection. Normally, in such cases, whomever is driving the fastest, is bigger, and more drunk gets the right of way.

Yeah past 9PM it seems to get progressively more lawless.

Phnom Penh: On the evening of April 3, 2019, the family of Dum Rida’s family accepted a $ 70,000 compensation from the family of Yin Mana for the death of the girl in a well reported fatal hit and run incident on March 26.
How this will affect the legal procedures, which are still ongoing, remains to be seen.
Th family previously paid $5000 for the funeral of the victim, which itself has led to controversy.
The victim’s family filed a $200,000 civil lawsuit on March 29.

Never use whom. It's anachronistic and you're doing it wrong. Just stick to "who" and "whoever."

She’s a 16 year old girl that made a careless mistake. I don’t think this event should define her life, and I don’t think throwing her away until she’s 18 serves a positive purpose anyways.
Criminal justice should serve three purposes: 1) punish the guilty, of course; 2) rehabilitate the guilty; and 3) deter others.
I think that this experience will teach her that there are consequences, that she’s not immune to those, and hopefully it will affect her future actions - at the same time showing her peers that they too would not be above the law.
It was vehicular manslaughter and she’s a minor. I think this is an appropriate punishment given the circumstances. And, it’s a lot longer than Caitlyn Jenner served in the U.S.
