Food safety with the blackouts

it's a legitimate question.
if someone thinks that 4-5 hours without power every other day or so won't effect safety than
why not have all businesses, such as restaurants and bars turn off their power when the are closed?
they aren't opening and closing their refrigerators and freezers and certainly don't need the a/c going.
just a battery run CCTV to keep the wolves at bay.
less drain on the system and a nice gesture to our new overlords.
a little bird told me that the big man had a pow wow with the big man asking about his power plan.
