Maybe the former site owner was an expat, as he came and left in a few years - a temporary employment abroad, but someone like Playboy has been here for 20 years is simply an immigrant.

Surely the distinction is one or permanence, not one of length of time served. Immigrants, Indians in the UK just for an example, are there for as long as they wish to stay, can get a passport, healthcare etc etc, just as a native Brit can. Expats, even those of us who have been so for a couple of decades, do not qualify for any of these things, have to renew their visa every year, and can potentially be kicked out for any number of reasons, for example if they break the law, fail to have a valid visa, cannot support themselves etc etc. That is the difference.
