I remember asking about such plans a while ago based on old newspaper reports and now I just found this on Twitter (there's also an obligatory handshake picture before the official bi-lingual banner).
And this out on the day that we get a grave warning that we only may have 31 years left before life on this planet gets mighty uncomfortable. Fucking hell!
Let's hope the project runs into "issues".
I wonder who's behind this Hong Kong registered company "Lucky Chain Energy Holding Limited", only incorporated on 31-MAY-2018. Something stinks already.

An expat hydrologist told me something interesting:
That during the Great Sweat of 2019, when days were watless and waterless, due to 'low dam levels', that satellite photos showed levels which would normally enable production of electricity.
Reason for this?
Apparently to build public approval for dam in the north which was dropped after environmentalists and HR campaigners slated the project and foreign govts and donors threatened to cut cashflow..
Sounds a bit to Machiavellian (not in a TOF way) to me, but anything is possible, I suppose.
