I'm quite aware of that. It was filled in in the 1930s once it had served its purpose though, which was for drainage rater than transportation. Since then it has been a sometimes dusty and other times grassy strip, recently a lot of it has been closed off for construction but nothing much above ground level has been put in other than that gantry over the Vattanac car park which seems to be taking forever. They planned to build a strip of park between some of the developments, there was never any plan to make it all into a park. There was a park there in the 80s but it got covered in shack slums.

But the Pearl Plan was apparently abandoned soon after it was acclaimed.
