Way back when in the mists of time, I taught my then wife to drive here, just the basics mind, how to change gear, maneuvering, using the bastard mirrors, semi Hill start, et cetera. Then I passed he over to an actual driving school here for the rest - road signs, giving way to large SUVs travelling at high speed, et cetera.
As I recall, they charged $100 for all in, as many lessons until you pass - which somehow she did first time.
Not sure how she later converted her Khmer license to an Aussie one, but she has been menacing the streets of Melbourne for 8 or 9 years now.

I did my big truck licence (semi) in Oz. Five lessons (over two months) 30 min test and then off to the pub with staff and people who passed.
That was 20 years ago mind. They must have tightened up procedures now.

I think that's a recipe for disaster - a Khmer on a scooter in a foreign country; at least in a car she'd have all round protection - and the speeds are entirely different, drifting into the wrong lane on a scooter "Khmer style" whilst on a phone call to Maak will probably result in an accident pretty damn quick.
But also agree with others, she'd need to pass the Aussie test anyway surely, in the UK this would be the case. But what gets me is that I know Khmers who have driven on their Cambodian license in Australia with a hire car ... if you're a tourist are there different rules versus a resident, if so, that'd be quite scary too.

^I know in NZ that there is very real concern about Asians (that's what gets mentioned. don't shoot the messenger for racism) being able to hire a car on holiday - and then drive badly and cause deaths. There is also comment that NZers in the sticks drive like mad people, so it can't all be the fault of tourists.

It takes me a few days to remember basic traffic rules when I travel and rent a car, like stopping at a stop light, not being drunk, staying in my own lane and not cruising down the center lane checking my messages. I can't imagine for a Cambodian that has never been to the West rolling up and trying to drive right away. Better let her observe for a year or so first.
Lots of deaths on NZ roads are caused by tourists who drive rent cars , campervans and love the scenery, and forgetXX.. X Cross the centre line. and crash into the locals ,They forget. get distracted , especially the right lane driving countries.
Lucky for me the wife has visited Oz 5 times in the past 4 years and spent almost 12 months in country, she knows how our road rules work, she often comments that Cambodian drivers are very dangerous, My main reason for starting her driving lessons in Cambodia is that she will be able to speak fluently with her instructor to understand the basics of steering, braking etc. I will ensure she is up to a safe level before letting her drive in Oz.
I refuse to go out with nothing more than a whimper followed by a small farting sound and a shit stain on my bed sheets..

My wife did 23 Tola, has many locations around Phnom Penh. She liked the driving teacher there but that’s luck of the draw. They gave her practice tests for all of those street signs and study material. She studied and passed.

In the UK you can drive on a Cambodian licence for 6 months and then you have to do a full test to get your countrys licence.
Funny, but I've never found that. Can't say I'm looking forward to driving in Phnom Penh again after six weeks here in the UK. People are so courteous here.

For the USA she had to take the written test, she did not need to take the driving test after presenting the Cambodian license.
I have no idea if she was allowed to drive here on her Cambodian license, I was told yes at one motor vehicle location, no at a different location, yes on the phone and then no on a second call. We just decided to wait until USA license came in instead of risking it.
She definitely likes driving more in the US, less cutting each other off and no ignoring laws. Plus you get new cars here without getting destroyed in taxes.
