Gm is back - and long overdue to bring some sensible conversation to the forum. Terrific article and very salient points. I can't disagree with a word said and even some of the other comments afterwards re: what happens when all the American paedos are found & somebody still wants to get paid; Khmer style. Very real possibility of it going south very quickly, or being abused by those with money versus those without.
However, I also agree with Vlad on a count of "Paedo got nabbed, good job APLE, FBI & all involved. End." I'm intrigued on the ins and outs and details of adult-on-adult crimes, these are always a story and a half with various perspectives, love triangles, ponzi schemes, bla bla - but adults-on-kids; paedos, murderers, torturers, abusers ... I don't care who pays who to get them or how; only as gm points out, they get the right person with 100% certainty. When we get outside of that certainty (which let's face it happens also, just see some of the USA death row convicts & the flimsy cases against, eventual pardons after 25 years, etc.) - then we're not in Kansas anymore & this whole setup will stink.
Does the FBI bribe police to arrest Americans, and also pay APLE Director Seila Samleang as a confidential informant?

Of course they start with the cases that noone will protest. Yes, that scum deserves to go back to America to serve his sentence.
The problem is that you establish a standard that it's OK to pay cash to foreign police officers to arrest someone. Without this method being approved by court.
Do you seriously believe that corruption will not set in when you can get relatively anonymous payment for providing unofficial services to foreign powers?
Next step is they will go after lesser criminals with the same method and up the game to include paid for crime provocation, unwarranted searches, extreme forms of interrogation and so on.

There are hundreds of thousands, perhaps millions of paedos around, from the US to Asia, from Finland to NZ. No chance of them running out. They will always try their luck in SE Asia.
What we really need is convicted paedos being banned from travelling out of their home country. I find it strange that to take a dog from here to the UK , for instance, the hoops one has to jump through are endless, but any paedo can just book a ticket to Cambodia. I think Australia has restricted overseas travel for them, iirc.

I agree Gm, however when I look at the wording of the FCPA it does seem a bit vague in this regard, "Since 1977, the anti-bribery provisions of the FCPA have applied to all U.S. persons and certain foreign issuers of securities."gavinmac wrote: ↑Wed Dec 04, 2019 12:13 amI thought that Act only applied to Americans who pay bribes to foreign officials to obtain business deals and not to Americans who pay bribes to foreign cops to get other Americans arrested.Miguelito wrote: ↑Tue Dec 03, 2019 5:35 pmI’m surprised GavinMac made no reference to the Foreign Corrupt Practices Act (FCPA), “which prohibits companies and their individual officers from influencing foreign officials with any personal payments or rewards. The FCPA applies to any person who has a certain degree of connection to the United States and engages in corrupt practices abroad, as well as to U.S. businesses, foreign corporations trading securities in the U.S., American nationals, citizens, and residents acting in furtherance of a foreign corrupt practice, whether or not they are physically present in the U.S. This is considered the nationality principle of the Act. Any individuals involved in these activities may face prison time.”
I guess FBI agents are exempt...

Freedom is not a state. It is an act. It is not some enchanted garden perched high on a distant plateau.. Freedom is a continuous action we all must take, and each generation must do its part to create an even more fair, more just society.-John Lewis
If true, that begs the question of why they catch only a handful each year?
The problem is that it would appear to have developed into a business, and as such, when they experience a quiet spell - just like all businesses do from time to time - they will do what all businesses do at such times - that is to say, think of ways to generate new business. Fine if you are a shop, bar or whatever. Not so good if your business is catching criminals.
It's not really a topic I feel too strongly about either way, but one thing is for sure, Cambodia will never improve for the many as long as corruption exists to the extent that it does, and the FBI bribing local cops can only perpetuate the status quo.

I remember occasions in the past when Alple’s methods were questioned. Didn’t they pay parents to produce children to give evidence? It’s a slippery slope this and I disagree with it. Considering the numbers of pedos all over the world this is a nice earner for the gentleman without making any real difference.
Story in the Sustraluan papers today about men paying as little as $15 to watch Filipino children being assaulted.

I was worried for a while that ken svay was going to make a post without mentioning Australia.
Thankfully he snuck a reference in just before the end.
All is well with the world.
