Alexandra mentioned a few pages ago that the Chinese wouldn't share their blacklist with Cambodia because there would be devastating consequences if the blacklist was leaked to the public. Why would such a leak be devastating?
And couldn't someone just install some kind of AI program or a web crawler on a server in China that pings the world wide web and then generates a list of sites that are inaccessible from China?

@Harold the Cambodian government will likely have different priorities and views. In general countries would not really have a need to share the blacklist.
They could buy lists from certain providers and block certain categories eg gambling But all of this is reactive. A proactive option is to run the gateway as a restrictive firewall "deny access unless it is whitelisted". However that can have a huge negative impact on business here.
But I am under the impression they do not care blocking sites too much. They want to control their minions. Thus they want to censor news/Facebook posts, track who communicates with elements of interest. Remember how the legal system works here, evidence is not that important to be found guilty of something.... To get a mesaage across they also still have some guys with sticks and helmets who can pay a visit.
Let's educate everybody to use Tor. If enough people use it it strengthens the network and you don't stand out like you would now during traffic analysis.

Cambodia Daily got a $6m tax bill for years long past. It worked, they closed shop in Cambodia.
Now Opennet gets their own $6m Government bill. I'm sure they both cultivated great government relationships, and the Gov seemingly forcing them to close was accidental.
