My friend is a Khmer national who needs a police check done and a Certificate of non impediment allowing marriage. Her intended destination with her partner is England and they are applying for some sort of spousal visa. She must supply some sort of documentation stating she is not a criminal and is not currently married etc. I believe this is two documents.
When using google to translate and explain what is needed she ends up with some serious "Off Target" translations. Whilst the mis-translations are rather amusing, they do not offer any assistance in getting the achieved result.
If someone could provide the correct Khmer translation for Criminal / Police report for someone living in Cambodia and also the correct translation for non impediment to marry, also in Khmer and English script it would be appreciated.

The UK visa website has everything she needs clearly listed. It isn't clear what visa your friend is after. A marriage visa I.e. one that you need to get married in England (although valid only for 6 months) doesn't ask for any of those.
Criminal checks are easily obtained for a khmer in Phnom Penh. To obtain a Police Clearance report required for a criminal background check, foreigners should go to the Criminal Office at the Ministry of Justice (MoJ) to request a Police Certificate. The MoJ is located at #240 Sothearos Blvd on the riverside in Phnom Penh.
For the other document she can get it from her local sangkat.

Her best bet to get into the UK is to fly into Paris then get a train to Calais,tear up her Khmer passport and jump in a dinghy across the channel to a four star hotel and life of luxury on benefits!
For translations in general, I can recommend Paramount. Cheap, fast, professional, stamped etc.
The Cambodian Certificate of non-impediment is called the "Certificate of Celibacy, Widowhood or Divorce" លិខិតបញ្ជក់ ភាពនៅលីវ ភាពពោះម៉ាយភាពមម៉ាយ.
The applicant needs to apply for this from their registered Sangkat. Note that the MoFAIC will not certify this document.

@taken you're correct, the cost is much lower for a Cambodian Citizen, I can't recall the precise fee because it's been ages since my wife applied for one, but if I recall correctly it was either 40,000 or 50,000 (don't quote me on that).

I wouldn't say so. There seems to be a greater demand to have to regularly get them for a lot of khmer. The MoJ office for it is rammed daily with Khmer people who are getting them maybe most barang don't require them for jobs usually when they leave to their own country. so probably fair Khmers pay less as usually they get paid less. Think kiwi is correct that it is 40000 or 50000

I think the main difficulty revolved around getting an accurate translation in order to understand what was needed.
