I had a representative of the trash collectors coming over to my house to sign me up for a contract. They said it was 5 USD a month. I asked to see the price list, and he showed me his price list. I saw a price list that said:
"The prices that we needs [sic!] to collect"
1. Ground of the flat [sic!] 1.00 USD/month
3. House (For Foreigners) 5.00 USD/month
He agreed that a Cambodian would pay 1.00 USD/month. So, I told him that my wife will be back from her family tomorrow, and that she will sign the contract. However, he says that, even if she signs the contract, it will still be 5 USD.
So, I told him that she will sign the contract, adding a clause that we will discuss whether it's 1 or 5 USD, while paying 1 USD until we figure out who's right; As a matter of fact, he did not produce any document which says whose nationality takes precedence in multi-national situations, the most favoured one or the least favoured one.
He said that all foreigners he deals with, who live with Cambodian wives, do pay the higher rate. I replied to him that they might all be wrong. The final conclusion in any such case may still be different. His company may be ordered to refund all of them who claim the difference, between the day of the ruling, going back in time to the date of the legal statute of limitation governing such cases.
Anyway, in case of disagreement, it is not his company which will make the final ruling, because they cannot be party and judge at the same time. The entire bill to his trash collection company may run out of control, if they lose. Since corruption always works both ways, they can't even count on that.
He understood the danger of this, and he will come back tomorrow. I guess he will want to stop there and then and just take the 1 dollar/month. What do you think?

I ran into this issue and had the same argument. When they came back the following week, rather than arguing with the dolt, my wife simply said I had gone overseas and was never coming back. He wanted to see a lease and she told him to ask the landlord, which he never did. I had assumed it was the landlord's job to collect those fees, but our landlord was willing to play along with us anyways.
There's nothing worse than arguing with an employee who is completely unfamiliar with the concept of lateral thinking. Not only that, but said employee is often forbidden, under the threat of termination, to make any lateral decisions. Giant waste of time. I'll wait for the next generation to enter the workforce before I let it get to me.

In Phnom Penh at least, the rubbish bill is (or was) added to the monthly electricity bill. Why should anyone pay extra. Do as Koastal says.
Out here in Battambang things are different. The bill isn't on the electricity and they do send guys around once a month. After seeing my guesthouse sign they brought around (bullshit) documentation stating guesthouses pay $20 a month. I refused, my wife asked all the neighbours how much they pay and we settled on the same rate of $2.5 a month.
At the end of the day I'd have no problem paying more so long as everyone else was. Daily rubbish collection is so convenient.

The monthly electricity bill is a similar issue. How can you make money from ripping off the ones who try to rip you off? Ok. How do you go about it? I haven't met anybody from them yet and they don't seem to be interested in playing. That is so unfortunate ...
Interesting. What would happen if you paid the $20 anyway? Is there a way to turn that into a multi-million dollar loss to them? It must be. It usually is. You just have to figure out how, and try, and then try again, until you've got them exactly where you want them. The landlord was collecting our utility payments, which means these guys were either her employees scamming us for a couple of dollars or just ballsy rip-off artists, scamming the expats out of $5 at a time.
If you can't afford to pay $ 5 a month for the rubbish collection, why don't you get the f$$k out of here.
Cambodia has a two price system on many things, like it or not.
People used to throw rubbish in every streetcorner in the past, drawing attention to a lot of rats, driving past them on a bike you have to keep your feet up.
I don't like Cintri and the way they do business but they have cleaned up the city in the last couple of years.
How much is the monthly fee in your native country ??

Thanks for the lecture, professor know-it-all. I don't mind paying a bit more for things, but I'm not one of your 1-week tourist cash cows like the ones that you milk at your hotel. I contribute as much as the next guy and I don't deserve to pay 500% more for the same service my neighbors get. It's the principle of the thing.
