App for ordering Tuk Tuks?
In fairness, I'm having trouble viewing this issue as anything other as a stupid fucking idea which is doomed to fail for all of the reasons others have noted.

I've got a much better idea. A cyclo motion tracker, like the one used to track the position of aliens in the Aliens movies. All it would require would be some sort of GPS signal emitter mounted on each cyclo, and then a device like below:
Then you can find out by checking the tracker where the nearest cyclo is, for example in the image below there are 3 cyclos, maybe snoozing.
This would make it much easier to find a cyclo and help continue this dying trade. I estimate that the cost per cyclo would only be about $250. The motion tracker could be produced for as little as $3500 per unit, and would sell like hot-cakes.

Where are all the places in Phnom Penh without tuk tuk drivers but with passengers with smart phones and nearby tuk tuk drivers with smart phones who will come get them? If there are really no tuk tuk drivers, you're better off calling a taxi.

1. 99.9% of people won't use it.
2. The .1% of people who will use it will take out their smart phones, order a tuk tuk, and then 30 seconds later a random tuk tuk will happen to pass by and they'll just say "Fuck it, let's take that one." When I was back in London last summer, we took my mum to see Muford & Sons at Olympic Park. My sister, far more smartphone savvy than me, booked us a taxi home days in advance using an app where taxi companies kind of auction your fare in reverse - undercutting each other until you get the lowest fare that they are prepared to do the journey for. You get the idea.
We needed to get from the Olympic Park to Middlesex at 1am. Taxi confirmed, and we waited, sloshed, at the pick up point as agreed. The taxi was a no show, and gave us a bullshit excuse when we called.
There were no taxis around, and we wandered and called and wandered some more. The app was useless for last minute bookings, and a big let down for advance bookings. And we conversed in our native language the whole time with drivers. (except when I persuaded a Nepali security guard at Olympic park to get us a cab pronto by speaking broken Nepalese.)
This app is a waste of time. Accept it. Too many pitfalls as previously suggested.
